The experience of 100 ms latency is definitely noticeable. Ask anyone who's ever ssh'd to a server across a continent or ocean. Empirically, I notice I have a lot more typos in such a situation.

Maybe I’m misunderstanding your post, but any half-decent compiler should compile (x<32)?1:0 and (x<32) to exactly the same code, regardless of platform.

You could go even a step further and ditch the hash table altogether, and just use a 2^32 bit set. “Only” takes up half a gigabyte of memory.

Not sure. Perhaps it might be a reference to https://bugs.launchpad.net/ubuntu/+source/linux/+bug/1518457 which caused 100% CPU usage (and thus throttling) on t2 instances in some cases.
