Have you considered bundling that env into your CI image? I have a CI/CD process that will build and update an image with the environment pre-loaded. It doesn't save you the data transfer, but it likely provides a better warm cach

I tried Cedar out for a small research project when it was first announced, and it felt incredibly clumsy compared to what I could have done in OPA. That was probably 8-9 months ago, so things may have changed.
