I'm obviously for electing honest people. It's probably (I don't work at the SEC) true that it's still difficult to catch all perpetrators. The SEC has limited resources and they probably have a way of prioritizing cases

I agree, it's a start. But importantly it (attempts to) align their interests with the broader US economy. Also it still allows them to invest for their personal futures, which I believe is a right.

The scale matters when classes are graded on a curve. If a few students cheat the score distribution doesn't change too much, if a significant fraction of students cheat it really hurts those who don't.
