You need an always online instance that can be federated if you want to own your identity and social graph. If you don't care about that, then you can just create an account in your instance of choice and then use a wide range of tools

Somewhat agree with your take. A good example is Twitter: it’s trivial even for a non-state actor to automate a bot farm to post hundreds of thousands of disinfo tweets, create “connections”, retweet each other, etc. this is happening today

Storing a cookie with a counter still requires consent afaik. If I am right, then this technique is not sufficiently different and also requires consent.
