Well, the 1950s and 60s are long gone, and conditions for workers have kept improving.

Going on a tangent: it's somewhat funny that people always talk about the birds and the bees. Bee reproduction is complicated. For example, male bees have no father. See https://en.wikipedia.org/wiki/Haplodiploi

Mostly agreed. You can crack a whole lot of eggs without making an omelette. Though I suspect China would do even better, if they didn't bother with the subsidies. Just like Japan would have done better without MITI.

The US was one of the countries I had in mind. Government workers are some of the most unionised of all industries there these days, but eg president FDR was staunchly against the practice.

Using waste heat like this only makes sense in some places some of the time. And when it does, people should obviously go for it. Work out a deal, when there's some surplus to share.

Please give me a few examples of people succeeding with the technique. Specifically, examples of people later exploiting their monopoly to charge people more than they otherwise would have paid.

As far as I can tell, the Chinese government itself is complaining about 'oversupply' in the solar panel market. Ie it doesn't sound like they are subsidising it anymore.
