What are you talking about? Firstly Dota 2 started in source 1 and was the first game ported to source 2. It has nothing to do with dota 1? It is made by multiple of the original developers of the warcraft 3 mod, your whole comment does not

It was the first thing I thought of when I saw the title, visited the museum earlier this year, the model is a bit hidden in the back of the museum. It is a great museum and they have so many interesting things there.

I beleive that the unicode consortium have chosen not to say much about witch flags are there pretty much for this reason. They don't want unicode to get mixed in with international politics.
