yeh exactly, you cannot get a strong signal that a user is done speaking without some amount of “wait for 500ms of silence”. You could kick of processing and abandon if they continued talking, but that seems over optimized. 1-2s replies fee

those steps are what a RAG LLM agent setup excels at. If tech companies invested 10% of what they have in AI assisted coding tools into AI assisted legal tools, they would be able to do those steps easily. It is definitely coming.
