Do you understand why making voting not mandatory would not solve your problem? The subset of people that do vote will still vote poorly. The people in power almost always badly represent the common interest; I hope this changes in my life

Do you have to make sure to address the scenario where a generated index may possibly not exist in a table (deletion, whatever)? It says nothing about the index being contiguous. This can potentially end up with your algorithm returning l

I'll agree with you that the above is a (possibly gross) simplification, but these companies aren't struggling, and maybe they should be.
