There will never be guarantees. The "up to 48 hours" is commonly used because that's the ttl of many things that matter. For instance, NS records for names in the .com zone have 48 hour ttls. You can give better estimates to

The big problem, to the extent there is one, is between the client and the recursive server. Not as much the recursive and the authoritative. Cost is highly amortized between recursive and authoritative for busy names.

That's not correct. Not every subnet is a /24. Further, you don't necessarily need a network and broadcast address for a subnet. That's a local issue. See IETF RFC 3021 for one example of not having a network and bro
