The encoding looks like valid UTF-8, at least for the first few pages that I glanced at. I did notice the section references look a little strange in vim, e.g. "act Aug. 10, 1956, ch. 1041, § 1" near the top; it consists of c2 a7

I used to use PuTTY; however, Cygwin provides a more consistent environment with other Unixy systems (standard OpenSSH with all of its normal configuration files and key formats, plus an X server), and MinTTY provides a nice native-feeling

He probably asked the compiler to emit the assembly it generates (e.g. gcc's -S option); disassembling or decompiling would be overkill.

Purely pedantic nitpicking, but the title feels poorly worded to me. "Everything is not equally good": for all x and y in the universe of things, x is not equally good as y - seems nonsensical "Not everything is equally good": there exists

Visual Studio has some fairly decent tools ("Find all references", "Go to definition/declaration"), although they tend to fall over in macro-heavy C++. A lot of my coworkers swear by Understand, but I haven't tried it myself.
