Well, you should at least compare apples to apples. A fanless power supply will cost your more like $200, a quality small case will cost you $200, a fanless cpu cooler like the NoFan will cost you $100, so you're at about the $700 ran

The high end XPS 15 currently uses the Skylake-H, and will probably also use the Kaby Lake-H (quad core) as opposed to the U dual core, and we don't know if that will have higher RAM support
