I think by "application level" they are saying "using transactions at the application level". If you require a strict sequence of numbers then you BEGIN, READ, INSERT, COMMIT, that is really what you want so just do it e

Yes there is a requirement for a full mesh, and generally it has to be in all regions. GCP will route for you at the Network level so we could get away with not all GCP regions being peered to all AWS and Azure regions, but all AWS and Azur

That is because at the end of the day VC's want you to spend all your money so they can get more of your ownership. There is no incentive for them for fund companies in middle america where their dollars aren't in such high demand
