I might be wrong, but I think the data from the accelerometers would be enough to know the position of the steering wheel without any accumulating error. Of course, the gyro data can be incorporated to improve the system.

Because it’s a vital part of the mission, using off the shelf components in Mars... Of course they use rad-proofed chips in the rover. But using a newer Qualcomm processor instead of an ancient chip was a big part of the idea.
