you cant tell most of those things because same ip doesnt coorespond to a unique service and plenty of programs and websites phone to servers where addresses have changed. there is no static database. you also cant associate it to a person

You didnt rebuild in Rust. you built a wrapper around a Webview. that webview still uses the same resources as if youd have used webkit directly. your application is now at the whim of version breaks by the OS browser.

its been disabled. defender group policy auto re-enabling is readily reproducible. i have a screenshot showing defender detecting the group policy change as a malware detection. any control you think you have over windows is imaginary.
