I think you misunderstood your source [1]. He appears to be the CTO of a company that made a third-party app for Tesla owners, called TezLab. It does not appear to be affiliated with Tesla, and appears to have even rebranded at some point f

When I registered a change of address with USPS they automatically canceled my informed delivery at the old address. You also cannot have multiple addresses. So you would need to cancel your old informed digest to register your new address

According to the developer registration instructions ( https://developers.login.gov/register/ ) you need to provide what government agency you are registering for. Therefore I don't believe this is open to non-gover
