Perhaps a simpler definition of populism is to acquire power outside of traditional state institutions. What makes this a bit frightening is that those institutions cannot regulate the worse excesses of that leader.

Paper and pen is the way to go. It provides a verifiable record of votes cast and means you need physical/personal access to to tamper with the result. That also means people with no special skills can provide security for all segments
