   He likely means they are a poorly managed AirBnB. People often throw parties, are loud, etc... when the host doesnt manage them well.

   I worked in the industry. Literally, there were employees of 7-11 who stated their income as $100,000 or more in order to qualify for a home loan. This type of fraud was rampant and known by everyone.

   The rent control portion of sb827 may act as a deterrent to building new apartments. If you have to keep rents the same or pay 4 years rent to everyone in the building, it may be difficult to have the new, larger building pencil out.
