Options are a very misunderstood abstraction that we have done a poor job explaining. Those blog posts are simplistic and don't explain what you gain and lose by using the options abstraction.

I'm from the .NET Core team and we've looked at it a little from the HTTP/3 angle but not from a pure QUIC angle. This is because the gRPC RPC protocol is described in terms of HTTP/2 frames today.

Timing. When we started ASP.NET cross platform there were not cross platform sockets. That came much later. We'll likely move back to sockets in the future (we're actively looking at this).
