Actually, the results are reverse from what you said (y-axis is the origin). It likely has to do with traffic congestion coming out of each datacenter. Virginia has by far the heaviest use out of all the datacenters.

By growing and getting into new markets you can stay ahead of the curve. But once you hit saturation, its going to catch up with you. On top of that there is fatigue for this model all together.

Not a law, its an industry standard. Its enforced by the card companies (Visa, etc) but generally only if you are processing enough transactions.

The phone is GSM based, Verizon and Sprint use CDMA. If the market for the phone was just the US, making it GSM only may not be a great choice. However, outside of the US, the rest of the world is almost exclusively GSM.

This certainly can happen. You can't rely on being able to launch enough replacement instances if a zone fails. You can at least mitigate it by keeping utilization of your instances below what would be needed to handle load of one zone fail

Pretty much any sane architecture has machines dedicated to handling the data store (MySQL, Mongo or whatever). If you are scaling up from a single machine, this is the first split you make.
