At least twitter is smart and only uses S3 for profile images. The service can survive without S3. Tumblr images and audio posts are also affected by the downtime.

The CSS is the display, not the HTML. The HTML should be capable of being displayed in many different ways by just changing the CSS.

This depends on the OS but you can usually just switch the keyboard language, use alt codes or load from a character map app. Chances are if you don't know how to write the script, you won't know how to read the language being used either.
