I think he's trying to use numbers to illustrate his point, but he's not declaring anything empirical. When asking “Maybe 20%?” the implication is it is at most 20% better, but certainly not 50% and never 100% better.

Logged in, and in Texas, my search for 'dmv' returns the California DMV. Then New York. Then Virginia. The only results for Texas DMV are two ads at the top of the result listing for sketchy drivers-license.org type "businesses".

As far as having lots of management, I know that QA is both outsourced and volunteer driven. I'm under the impression they have a lot of volunteers for various tasks (it is Wikipedia, after all). Volunteers incur management, but they don't
