Come to the Uk, 20 days is minimum, 25 is fairly common, plus 8 bank holidays. Sick days are extra, not taken out of holiday. Usual disclaimers about not every company etc.

I once rewrote around 200-300 lines of VB using the WinInet gear into a 20-30 line Perl script with WWW::Mechanize. VB's HTTP stuff was terrible.

I believe that the plan is to run both as the current line is over capacity. As an avid UK train user, but not frequently on that route I support high speed rail plans in general. I'd like them to build the phases in the opposite order
