This is true for existing installs. But recently ATT moved to XGPON gateways with integrated ONT. You can no longer bypass these gateways. Also to my knowledge you can’t extract the certs from Pace gateways.

PID can’t be used for control of any device that uses a relay. PWM will have the effect of just changing the coil voltage. Even if you could switch a relay on/off quickly you’d just prematurely burn out the contacts. PID is only effect

I don’t see how any car battery charges in 10 minutes. Assuming a 75 kWh battery in the car, charging in 10 minute means providing 450,000 watts for 10 minutes. At 1000V (higher than any DC charger today) would require 450 amps of current.

I don't see any benefit in using an optocoupler. Using a transistor with flyback diode for protection is acceptable. Both the relay and ESP8266 are powered from the same 5V source, adding an optocoupler is not really isolating anything
