So what is the law that requires UL, ETL or other NRTL for power supplies in network equipment? If such a law exists then how does Ubiquiti get away with selling unlisted product in North America?

As long as the laptop has Thunderbolt 3 or 4 you can use a thunderbolt to PCIe enclosure with a SFP28 network card in it. It wouldn’t be very portable but neither is a fiber optic tether.

It takes at most an hour to setup the tooling on windows. My first intro into embedded development was setting up the esp32 IDF. While there may be simpler platforms out there, it’s not overly complex for anyone doing embedded development.
