Does anyone know why the scale isn't more granular? Type I's apparently consume 10^16W, Type II's 10^26W, Type III's 10^36W. That's 10B multiplier between each level.

It's really hard to get cooperation of that scale for pretty much anything. You're asking billions of humans to self isolate for two weeks. If we were dealing with Ebola it would have been easier to get people to self-isolate. But
