I would start with the assumption that Google is collecting and storing every single possible data point about every single thing you share with them, including this. I have zero doubt that they store this info privately for their own use.

Assuming good faith in the creator of this, it looks like they tried to type up something that they thought would cover their bases, then realized that wasn't right and copy/pasted in a real license.

This is true of almost any country. It's usually a loophole in the form of foreign direct investment (ie. "invest $1M+ and employ at least 5 Americans and you and your family can come here").
