Not an expert but know a little, good ole "it depends". Options for water and waste management, building size, occupation levels, etc. It would likely end up being fairly substantial to make every building dual use.

I don't know, I just know "is it dutch or is it german?" is a common question and that's the answer. I think high/low is a geographic indicator of where it's spoken in germany.

Grew up in SE PA, i've heard it called old german or high german but I don't know what that means. PA Dutch is just an americanization

I don't think counting "let me google that for you" as a point to ease of use of the internet is legit. I always saw it manifest as another version of RTFM. Meaning stop being lazy/do your own work.

I did, the charge back process wasn't the issue. Each time I would call, they would give me a new card and number, I'd go update everywhere. Then a few days later there would be a new fraud charge on the new card.

It goes both ways, a couple years ago I had to deal with a scammer who the bank kept "helping" with each new card they issued me. It happened like 5 times before it stopped, nothing I could do.

I only know a little bit second hand but I wouldn't be surprised, from what I understand each side has obligations to meet in the deal and the status can be lost on either side. Its also gonna depend on the state

You changed the context from rules that apply to people born after a certain year, to rules applied to everyone regardless of year. I could be born in 2008 or 2007 either way I need to be 16. But I could be born in 2007 and buy smokes.
