You're thinking like a business not a government/essential service. Unemployment, like a lot of services, could be designed or mandated to break even or turn a profit but whether or not that would work or result in the system fail

Not if it puts you in 20-150k of debt you can't drop in even in bankruptcy. Those with the means move on with an education and connections while others may not even be able to afford the maintenance on a car.
