I truly think it does. You will usually raise your salary most by changing jobs anyway and when you start out you most likely don't have that much need of a high salary. A start up might absolutely not be the right way to learn though.

That is an odd statement. Corporations admit wrongdoing or mistakes all the time and not to mention there could never be any lawsuit from something like this. It is just that they introduced a rule and still feel it is a correct one.
