Usually IE8 users are stuck in IE8 unless they let the OS upgrade their browser, so most of the users that started with IE8 are still stuck in 2009. Chrome/FF users tend to have less issues with upgrades.

You won't be able to install via usb because refit/efi won't enable usb booting. You can use the internal dvd drive for installation however -- or replace the drive with a hard drive containing the installation medium. Best way to do this
