It's not blocked in Shanghai. It's probably due to the ~10 underwater fiber optic lines outside Qingdao that got cut recently.

Downloaded it. Experience is a bit strange, ex: swipe down to refresh doesn't appear to do anything, then after a 1 min lag it refreshes the content. I love being able to handwrite on my photos, but really hate not being able to save m

In China, downloaded this and it does not populate content. Just endlessly searches for it (spinning loading wheel).
