At present, Bots are AWS-only. We have an active enterprise customer who is exploring porting Bots to Google Cloud Functions. Azure Functions are on the longer term roadmap too.

Not all of them. As the article states, SF "gets an influx of about 450 chronically homeless people a year". Part of the problem is that SF has become known as a sanctuary city for the homeless. People come from all over the US.

Indeed, but as the article points out, we can do a much better job of managing the problem. Paying $150,000 per year per person is simply ridiculous. We can look at Salt Lake City and Houston for proven examples of better solutions.
