You can do what Google recommends and does themselves with their market based apps... Target either 1.6 or 2.1 based on what APIs you need. 1.6 apps will work with all later releases just fine if you don't need a 2.1+ specific API.

Sprint's Hero got 2.1 through an over-the-wire update and GSM Heros have gotten updates in other countries. Scream at your carrier if they don't have similar.

The vast majority of 1.5 based phones in the US will be getting upgrades to 2.1 in the next couple months. Only phones not getting updated to 2.1 will have paths to 1.6. Google has declared its own apps will target 1.6 and 2.1 and vendors (
