I don't think it means that you take the underwater parts and use them in space - it means that it was possible to make it work in adverse environments at cheaper than NASA prices.

Why not use an endless tape with holes instead of a disk? you could even add some more holes to generate a clock, line-sync and page-sync. Or a rotating cylinder with the sensor in the middle?
