Not open source; however, supposedly DaVinci Resolve is supported for Linux: https://www.blackmagicdesign.com/products/davinciresolve/ . For most people the free variant should be more than enough.

Is it the look of hand drawn you're after or is that you feel it will be easier to just draw with your hand? If it's the former you could use something like inkscape to draw the diagrams as SVGs and then use rough.js [1] to render

That's what the industry is moving towards. Fewer but higher powered ECUs running either with a SOC that provides isolation of the cores in hardware or a hypervisor to enable running safety critical applications in isolation.
