For most of China's Imperial history they had a tributary system. Which I think ended in 1912. It is not really surprising to see it come back in a some form.

There are fast track executive development programs in Oil and Gas. But, the point is to develop a person before they become an executive. That said the mental shift from building to executing a company is difficult.

As far as Keystone XL and other pipelines across the country the training programs are for actual terrorist attacks. An attack on a pipeline is a mess if local law enforcement does not know how to deal with it. I remember sitting in my dad&

Even the federal government evades having to pay their interns. The DHS is looking for 100 unpaid student volunteer assignments. Oh please, having to take a free internship in one of the highest paying fields, cyber security, is ridiculous.

I know Devon Energy pretty well. I know they have a strong PR department and their is no way they want this to be blown up. They need the Keystone XL pipeline built. My guess is this is a case of overzealous security guards and OKC police.

I wonder if this is an experiment to bring all Amazon shipping in house? This would fit with their huge distribution system build out across the globe. In the meantime Amazon's relationship with UPS and FedEx is not disturbed.

I am sure they tried. It is just reasoning and politics don't go together very well. Even then the current time frame for muni infrastructure projects is decades before completion. Long term I would say something like a Silicon Valley
