It doesn't need to be "efficient" in terms of cost, that doesn't really matter. What matters much more is whether it is seen and being effective and fair in collection of taxes & enforcement of violators.

I suggest playing, you'll quickly see it's about strategy of taking and locking squares. Walls can't be taken back and cut off chains to other walls. Never played before buts it's interesting.

We really ought to just nullify DMCA 1201 entirely, but at an absolute minimum it must not apply to otherwise lawful pruposes. This can be packaged with right-to-repair alongside explicit allowance for interop.
