The only way I'm aware of to use a private action is to clone the repository it's in using a personal access token, and then use a local relative path to the action to run it.

Or actually, they aren't replaced everywhere: the "Code" tab still has HTTPS and SSH in addition to the GitHub CLI; the "Pull Request" tab has only the CLI.

The web-based editor doesn't have a terminal, but the full-blown codespaces do have one, and they let you import your dotfiles (including running a bootstrapping script if necessary [1]). From there, you can run whatever terminal-based

I suffered from the same until I discovered Gnome tweaks' "Emacs input" setting, which makes every text field behave like a Bash readline prompt with emacs keybindings!
