From a tech standpoint, yes. There are some pretty powerful interests that don't want to see the open web on mobile. Google and Apple get handsome cuts of all the revenue on their semi-closed platforms. Consumer demand may shift that

yeah... if I could vote for a candidate that would do anything _remotely_ like this, I would. But the primary filtering is how much money the candidate can raise. The candidates might not be corrupt, but the electoral system is corrupted.

Short Answer: Communications industries are different, and too important. The information they carry is, like journalism, a 4th estate to democracy. An econ101 approach to that industry breeds consolidated information empires that influence

At least constitutionally, the 4th amendment (unlawful search) and "innocent until proven guilty" would mean blocking if _known_ illegal traffic. Yes, granted, those rights are often infringed upon, especially in tech.
