I believe it's 3 days by law, with no real charges. Many carriers allow 30 with prorated usage and restocking fees.

Basically any Android device can be rooted and flashed but how difficult it can be is the problem. The HTC Vision (T-Mobile G2) has a complete copy of it's ROM on board to "restore" if you flash the phone. Motorola has also done a good job

Purchases have only ever been via Google in the US, even for those using a T-Mobile subsidy. The big was basically a TMO reseller similar to Amazon or Wirefly.

IIS7 has a URL rewriting module ("URL Rewrite") that can import mod_rewrite rules. For the most part .htaccess and web.config can provide the same functionality these days.

Floundering, but playing catch up very quickly - the May 2nd release of the SDK was the first to include a dialer interface. It looks like MSFT has finally decided what they want to do about the iPhone/Android "problem".
