I use that language/framework to create something. For me I don't retain information from reading a reference manual cover to cover. I need to actively work with the language/framework in combination with the reference manual which helps

You could always send a candidate a simple(or complex, depends on what you are looking for) task that they need to complete a working solution for. This could be more beneficial than already prepared code samples. 1: You will know the time

My best hours at work are between 8am and 10:30am. This is usually because I arrive earlier than my workmates who are in my immediate vicinity and as a result I have less interruptions. Second to that is 4-5pm for the same reason as the OP

As well as allowing users to find other people to travel with / split travel costs. This could be anything from group booking a hotel or tour guide. "Click here to find other people interested in visiting the Taj Majal" ?

Yes this is quite normal. By normal I don't mean that every company or even every second company uses this practice. I just mean that it is nothing to be skeptical of. I have completed a few of these for companies over here in London (UK)

I don't really think that programming is something that ever kid needs to learn. IT fundamentals certainly, but I am not sure programming is something that is a necessity in life. If it is just an optional subject then that is different.

One difference is that Google hangouts allows you to have multi video sessions for free. To do this in Skype one member needs to have a premium membership.

Is one of the goals for this project to learn a new language/framework or purely to get the project up and running? If it is the latter I would suggest sticking with what you know (PHP) and this way you will get the project off the ground
