I'm experimenting with it in my garden right now. Definitely had a fusarium issue this year (tomatoes in the same location for 3 years running). I have hairy vetch in now as a cover crop in that bed and will plant tomatoes again next

I think all of those sensors (as well as the OLED display) are supported by esphome. That'll give you near plug-and-play with HomeAssistant with just a little YAML.

Instead of Twilio you could use SNS and subscribe to it via SMS. You would most likely stay within the free tier there too.
