Fuchsia has different Open Source license. OEM don't have to make their modification opensource. So if you oem you can run any binary blob. Also you don't have to make drivers available.

Do you think they give ability to install necessary tools? If not what the point of terminal? Or provided minimum of basic tools will be good enough for most developers?

I have heard argument that MacOS is great for development because it is Unix-like so you have proper shell but it is much more polished than Linux. Wouldn't iOS without shell be much less suitable for development especially for anythin

This was true before project treble. Nowadays blob are separated form OS version. It makes not only updating but porting different flavors of android much easier. But manufacturer had to implement treble first.
