I think keeping contractors busy is only productive and worth it if you are getting their money's worth. You are paying them per hour worked, so if we don't have work and they aren't doing anything, we don't have to pay

It seems like that reasoning would put everything into the bucket of "political issue". I feel like it is more intertwined with forcing people to change (gas cars to EV) OR removing a flow of money (oil industry).

Not sure if it is the best book overall, but I used it for one of my college classes and I think it is a great book for learning much more about operating systems. And it is available for free online so my college student wallet loved it!
