It could easily be written for any Bourne-compatible shell. A compiled language is overkill, and C++ is a security risk.

Not virtualized doesn't mean bare metal. I think the term would make more sense to you if you worked through "Linux from Scratch." There are things between embedded and running a full Linux OS.

What sorts of issues? For me, performance is the issue, I've never found JIRA buggy or inadequate, and I'm generally able to find a given ticket and interact with it in the expected way.

That's not the best comparison, HipChat is an ant compared to JIRA, and Atlassian gave up on HipChat only a few years after acquiring it.

It's worth noting that OP's example works in any Bourne-compatible shell. I don't think `date +%s` is costly enough to warrant losing the portability.
