Are there any statistics/analyses for the popularity of these different configuration management languages/frameworks (Terraform, Pullumi etc) in cloud settings? Trying to figure out which one(s) are worth learning.

Ha, that's a great point. I guess if you have some latency sensitive inference workload the capacity will effectively be dynamic, but that is likely uncorrelated with local energy prices I imagine.

The private doctors mostly (not always) do the routine stuff. The advantage being you don't have to wait. When things get tricky/complicated you are often better going the NHS route as the doctors there have so much more throughpu
