I don't see anything misleading, the article says exactly this. And I don't believe that testing was supposed to put things on fire, I presume fire is not supposed to happen at all. Definitely worth reporting.

Thanks for great write-up, fun to read! I only notices one tiny typo: "when apples are a fruit, then bananas or applies implies bananas or fruits" - "applies" should be "apples" I guess.

I don't think so. You lived there for a number of years and you already paid fair taxes and when you bought the property you knew what the taxes are going to be and that allowed you to plan your life. People who are buying it now also
