In the current form, yes HaLVM requires Xen, therefore Xen on ARM support would be required too. Xen on ARM [1] support is ongoing and from what I can tell, the repository [2] is flagged as unstable therefore certainly still requiring work.

One way it seems is to compile via QEMU [1] to target other architectures. I haven't tried it myself yet though. "When used as a machine emulator, QEMU can run OSes and programs made for one machine (e.g. an ARM board) on a different machin
