Almost certainly it was a matter of traction. This is, after all, one of the main arguments for open source and owning your own code: You can run it as long as you want it, independently of market pressures.

PCMag is reporting Google's full denial of any such deal. http://www.pcmag.com/article2/0,2817,2367436,00.asp AFAIK, net neutrality has never pertained to prioritised mobile traffic. So such a deal would seem to be outside the discussion
