SmartTube (for Google/Android TV) used to allow this but a recent update has removed the other speed increments and it now only lets you use the usual increments you find on YouTube. :(

You must not have strayed far from the crappy clients of old then. The latest stable Windows x64 build of qBittorrent is 27.9 MB ( https://www.fosshub.com/qBittorrent.html ). Older versions fluctuate between 18MB and ~29 MB (

I'm not familiar with the specs but your question implies that each spec is independent of the others whereas I would assume that e.g. if you support HTTP/3 then you inherently support all previous specs too.
